The Center for Strategic Defense Research and Studies at the Saudi Ministry of Defense signed a Memorandum of Understanding (MoU) with RAND Europe on the sidelines of the World Defense Show (WDS) 2026 which took place in Riyadh from 8-12 February 2026.

The MoU aims to strengthen cooperation between the two sides in strategic studies and research and promote the exchange of expertise in support of decision-making. It seeks to establish scientific and research collaboration between the two sides based on principles of mutual respect and complementarity, in line with the regulations and procedures applicable to each party.

Areas of cooperation include knowledge exchange on issues of shared interest, advisory support in organizing scientific events, and the convening of conferences, seminars, and workshops. The agreement also covers the preparation and implementation of joint research activities, as well as the exchange of visits and training programs for experts and specialists.

The Saudi Ministry of Defense (MoD) launched the Defense Strategic Studies and Research Center (DSSRC) in 2023, tasked with leading and guiding research in defense policies and strategies.

The Center’s CEO Major General Fahd Al-Otaibi is responsible for overseeing its day-to-day operations.
