The U.S. Department of State has made a determination approving a possible Foreign Military Sale to the Government of Kuwait for purchase of Patriot Missile Repair and Return services and related equipment. The estimated total cost is $400 million.
The Government of Kuwait has requested to buy repair and return services for Patriot missiles; transportation; organizational equipment; repair parts; support equipment; tools and test equipment; technical data and publications; personnel training and training equipment; maintenance services; U.S. Government and contractor engineering, technical, and logistics support services; and other related elements of logistics and program support.
This proposed sale will support the foreign policy and national security objectives of the United States by improving the security of a major non-NATO ally that has been an important force for political stability and economic progress in the Middle East.
The proposed sale will improve Kuwait’s capability to meet current and future threats and provide greater security for its critical oil and natural gas infrastructure. Kuwait will use the enhanced capability to strengthen its homeland defense. Kuwait will have no difficulty absorbing these article and services into its Armed Forces.
The proposed sale of this equipment and support will not alter the basic military balance in the region.

At this time, the U.S. Government is not aware of any offset agreement proposed in connection with this potential sale. Any offset agreement will be defined in negotiations between the purchaser and the contractors.
Implementation of this proposed sale will require the assignment of five (5) additional U.S. contractor representatives to Kuwait for a duration of two years to provide handling and documentation support.
There will be no adverse impact on U.S. defense readiness as a result of this proposed sale.
