Hetherington joins Salient from the USAF, where he served as Division Chief, International Airmen Division at Secretary of the Air Force, International Affairs (SAF/IA).

As the International Airmen Division Chief, Hetherington developed USAF positions on complex, internationally sensitive issues regarding USAF International Airmen personnel, including Attaches, Military Exchange Personnel and Regional Area Strategists, Political Military Affairs Strategists and their training.

Hetherington directed the largest division in SAF/IA, a 32-member team responsible for 154 exchange personnel, over 300 USAF Defense Attaché personnel and over 500 regional area professionals. He also provided supervision and oversight of USAF International Developmental Education program and the reciprocal international students studying in the U.S.

Prior to that, Hetherington was the Secretary of Defense's military advisor to the US Ambassador and his staff, and was responsible for the execution of DoD policy in the Kingdom of Saudi Arabia. He led numerous bilateral defense relations and the development of new programs which guided $30B into the Foreign Military Sales (FMS) program.

“The addition of Jim to our international training team is an important milestone in our expanding support to the USAF. His leadership and strong relationships in the Kingdom of Saudi Arabia with the Royal Saudi Air Force, Royal Saudi Land Force, and Saudi Arabian National Guard are critical to the demanding mission needs of the U.S. Department of Defense. We are proud to have Jim on board and look forward to the immediate contribution he will bring to benefit our customers,” said Bill Parker, COO of Salient.
